Re-entry & Prison Industry Complex

How do we mediate against a prison industry complex that incarcerate youth of color in large numbers? I ask this questions based on my professional experience of working with young people adjudicated and released from jail with little opportunities. What's the urgency around this situation? What can we do to address these issues head on?
