Do you think adult learners are treated fairly in the classrooms as they return back to school?

I have a question for You, what do you think of teacher's, who pass student's from grade to grade, knowing they can't read?  I think, that has something to do with the drop-out rate. I would love to hear Your answer, if possible other's too.
